WA State Health Authority expands emergency powers
You may recall one of the priority bills we shared with you during Washington’s legislative session dealt with granting more emergency powers to the Secretary of Health. Senate bill 6095: “Establishing clear authority for the secretary of health to issue standing orders.”

wrote this summary of SB 6095 in their January 24th newsletter:Senate Bill 6095 about issuing standing prescription orders for patients across the state is a power grab by the Department of Health (DOH) trying to hold on to what they had during the pandemic. The DOH, headed by the Secretary of Health Dr. Umair Shah, requested the bill and Dr. Shah was given free rein to promote it during its initial committee hearing on January 18.
At the Board of Health meeting last month, Kelly Cooper, the Legislative Director for the board shared their “wins” of having all three of their bill requests pass the legislature and signed into law by Governor Inslee., including SB 6095.
“A standing order is like a prescription. This is the authority the Secretary had during the Covid emergency, under the Federal emergency…and was very valuable in terms of reducing barriers to Covid vaccines and testing. So now we have this authority ongoing.”
