Is 2025 the year WA state will expand their SBHCs to a statewide mental health network in public schools?
Almost certainly, yes.

SB 5126 will establish a statewide network for student mental/behavioral health, expanding the current SBHC system (currently 69 schools)
PARENTS DO NOT HAVE ACCESS TO MENTAL HEALTH RECORDS IN WA
The screenshot below is from WA OSPI's October newsletter updating about the implementation of I-2081, the initiative passed by the legislature in 2024 called the "parents bill of rights" that would allow parents access to their student's mental health records in school. There was a lawsuit filed in June that stopped the portion of I-2081 that allowed parents access to mental health records.

SB 5126 would provide support from "interconnected community settings" - these will be youth services that provide and promote "protected health services" like so-called gender affirming care and abortion.
The goal behind this bill is to provide ALL mental health services to children through the public school system (sure would be nice if they could provide academic education)
Conduct more screening - GATHER DATA on your kids
Apparently now teachers will be forced to implement mental health services into the classroom - keep in mind these are school teachers, not mental health professionals.
*I’m not sure about the unlicensed staff - sounds like they understand the shortage of mental health professionals, so they'll expand the hiring pool to your average WA radical leftist. The standards for mental healthcare in WA have been “dumbed down” a lot in the last several years, making it possible for people who have no qualifications and no business providing these services to children to do so.
This legislation was proposed in 2024 as well, with 2 republican co-sponsors: Nikki Torres and Jeff Wilson on SB 6216.
This year we hope to see ZERO republican support for these policy that further erode parental rights in Washington state.
This bill all also further the CDC's WSCC (Whole School Whole Child Whole Community) agenda. Learn more: https://conservativeladiesofamerica.com/the-communist-agenda-of-community-schools/
