Should school board elections have LESS oversight?

Newly proposed bill in WA would amend the state constitution would do just that!

Our Bill of the Day today is WA HB 1032: “An Act Relating to school district elections.”

Summary: HB 1032 proposes changes to school district elections. The bill amends several sections of the Revised Code of Washington (RCW) to allow for a simple majority vote instead of the previously required three-fifths majority for validating and ratifying school district indebtedness. This change applies to various aspects of school district financial operations, including the issuance of general obligation bonds and the adjustment of bonded indebtedness. The bill also includes provisions for the effective date, contingent upon the approval of a related constitutional amendment by voters at the next general election.

This is not a surprise to us as it is a repeat of SB 5823 which we testified against on January 10, 2024 and expected it to return under a new number as it is a priority of the Washington democrats and the OSPI.


Several school districts in Washington have bonds/levies on the ballot in February 2025. We partner with Jeff Heckathorn at School Data Project to help provide con statements on the ballots in each of these elections.
