SB 5177: An Act Relating to Considering the Experiences of Historically Marginalized and Underrepresented Groups When Identifying Professional Development Resources on Certain Topics
The bill claims the following statistics:
63% of LGBTQ students face verbal harassment based on sexual orientation, and 53% based on gender expression.
42% of LGBTQ youth attempted suicide in 2021, compared to 22% of youth overall.
Higher suicide attempt rates among Native American/Alaskan Native (16%) and Black/African American (14.5%) high school students compared to the general youth population (10.2%).
Amends RCW 28A.300.479 to expand the scope of professional development topics:
Social-emotional learning
Trauma-informed practices
Recognition and response to emotional or behavioral distress
Consideration of adverse childhood experiences
Mental health literacy
Antibullying strategies
Culturally sustaining practices
New Section:
Mandates that the Office of the Superintendent of Public Instruction must consider the unique experiences of historically marginalized groups when compiling resources. This includes students with disabilities, neurodivergence, diverse gender identities, sexual orientations, those experiencing homelessness, and those from various racial, ethnic, religious, national, and immigration backgrounds.
